TINC Invests in Innovative Detention Facility Hortus Conclusus in Antwerp
TINC, the infrastructure investor listed on Euronext Brussels, has joined the Hortus Conclusus consortium. This group, which includes construction companies Jan De Nul and EEG, is executing a public-private partnership for a new detention facility in Antwerp. Using the DBFM model, the project involves design, construction, financing, and maintenance.
The project's value is approximately €200 million, with TINC committing €13 million. The facility, part of the Belgian federal government's master plan, aims to support the successful reintegration of detainees.
The site is located on the former Petroleum-South industrial area, now "Blue Gate." It will replace the Begijnenstraat complex and accommodate 440 detainees across multiple units. The design emphasizes community life and outdoor activities.
Construction began in November 2023, and the facility is set to be operational by early 2026. TINC's funding will occur in 2027, one year after commissioning.
